AUABC Conducts State Party Review in Ghana

The African Union Advisory Board against Corruption conducted a State Party Review to the Republic of Ghana from 2nd June to 6th June 2025. The Delegation of the African Union Advisory Board against Corruption, led by the Board Chairperson Hon. Seynabou Diakhate, met with the President of Ghana, His Excellency John Dramani Mahama. The delegation also made courtesy calls on the Attorney General and Minister of Justice, the Speaker of Parliament and other high level senior government officials.

The objective of the mission was to assess Ghana's progress in implementing the African Union Convention on Preventing and Combatting Corruption (AUCPCC) as well as identify challenges and identify best practices. The process also facilitates strengthening the collaboration between the AUABC and national institutions, helps to identify legal and institutional gaps, and opportunities for improvement. Ghana ratified the AUCPCC in 2007 and has since put in place legal and institutional frameworks to fight corruption.

During the week-long review, the AUABC met with both State and Non-State Actors in order to discuss their experience in the fight against corruption in Ghana. The delegation started with a working session with the Commission on Human Rights and Administrative Justice to review the responses to the AUCPCC Baseline Questionnaire. There after the AUABC Review Team held in depth discussions with Office of Special Advisor to President on Anti-Corruption , the Office of Special Prosecutor, the Economic and Organised Crime Office - EOCO). The Internal Audit Agency, Ghana Audit Service, Narcotics Control Commission, Ghana Police and the National Intelligence Bureau, Financial Intelligence Centre, the Judicial Service -Anti-Corruption Desk, the Public Procurement Authority, Parliamentary committee on legal and Constitutional affairs. The delegation also met with Ghana Integrity Initiative (Transparency International) as well as the Ghana Anti-Corruption Coalition who represented Civil Society.

 The review concluded with the High-Level Conference on Anti-Corruption themed Ghana's Anti-Corruption Architecture, An Accountability Journey. The Vice President of Ghana, Her Excellency Professor Naana Jane Opoku-Agyemang, was the guest of Honor at the High-Level Conference. The conference was attended by various government ministers, Chief Executive Officers of several State owned enterprise, heads of international organisations, legal professionals, secondary and university students, religious leaders as well representatives of various political parties. The Conference provided platform to reflect on Ghana's efforts in the fight against corruption and participants identified key challenges and also provided recommendations on how the fight against corruption can be won.

Following the process under the AUCPCC State Party Review Mechanism, the Board will share the review report with Ghana once the report is finalized and validated by the State Party. The insights gained from Ghana’s experience in the implementation of the AUCPCC will to inform both national reforms and broader regional strategies for combating corruption across Africa. the just-ended review in Ghana brings the total of country reviews conducted by the African Union Advisory Board against Corruption to twelve (12) .
