Purpose & Aim

As a Member States-led forum the Initiative serves as a platform for:

Debating and exchanging information, experiences and best practices
Improving and cooperating on migration management in the Horn of Africa, and
Mitigating the challenges of human trafficking, smuggling of people and irregular migration.

Specific Aims
As the AU-HoAI we aim:

To support the effective implementation of the Migration Policy Framework for Africa and the Ouagadougou Action Plan to Combat Trafficking in Human Beings, Especially Women and Children;
To support the effective implementation of other relevant policies, positions, and strategies at national level as they pertain to Africa;
To promote regular dialogue among participating countries and stakeholders, including transit and destination countries;
To build common understanding on the causes, consequences, patterns of irregular migration so as to predict future migration trends and how to address them;
To strengthen unity among participating countries in dismantling, investigating and prosecuting the criminal networks of smugglers and traffickers;
To protect victims;
To formulate appropriate measures to address smuggling and trafficking in the region;
To facilitate technical assistance and capacity building to countries, and assistance to victims;
To ensure funding for projects implemented under the AU-HoAI through systematic & consistent resource mobilization
